Judie Foster Babcock, age 62, of River Falls, WI passed away Thursday, November 14, 2024 at her residence.  She was born May 30, 1962 in Rochester, Minnesota to Bruce Foster and Joy (Rasmussen) Foster Kraft.

The family moved to River Falls, when Judie was very young and lived very close to her grandparents, Earl and Letha Foster.  Judie attended school in River Falls and graduated from River Falls High School.  She furthered her education earning a Bachelors of Business Administration for the University Wisconsin River Falls, and she completed insurance certificates for ARM, CPCU, CPIW.

Judie worked in the insurance industry working at Aetna, Fireman Fund, St. Paul Companies which became Travelers.  Travelers was home for Judie for the past 40 years until her death.

Judie affectionately proclaimed herself as a “serial philanthropist” and was actively involved in the St Croix Foundation, River Falls, Foundation, Kinni Corridor Collaborative, Kinni River Land Trust.

She was Vice President and President of Kinni River Land Trust and was a true conservationist.

Other memberships included Ezekiel Lutheran Church and choir member, Bethel Lutheran Church and choir member, River Falls Rotary Club, Leave No Trace, The River Falls School Forest. Kiap-TU-Wish chapter of Trout Unlimited, River Falls Chamber of Commerce.

Judie was preceded in death by her parents, Bruce and Joy Foster.  She is survived by her husband, David Babcock and brother, Andrew (Jeni Derusha Langer) Foster.

A memorial service was held on Saturday, November 23, 2024 at 11:00 am at Bakken-Young Funeral & Cremation Services (805 E Division St.) River Falls.  Visitation was also Saturday from 10-11 am at the funeral home.  Memorials may be directed to the American Cancer Society.  Arrangements are with Bakken-Young Funeral & Cremation Services.

    Judie was my best friend. We were married for 35 years and I knew for 40. I know she is in the arms of Jesus.

    I am so sorry for your loss David and all others who knew, loved and admired Judie. I had the pleasure of working with and being mentored by Judie within the Insurance Women of Greater Minneapolis organization. She was always so focused and enthusiastic for championing education and personal development for all members, and I can see that since that time many years ago she has shared of herself in the same way to so many other organizations and individuals.     I met Judie when she selflessly volunteered to help us preserve land and our homes that became a bonding project for the whole community. She gave her time, knowledge and years of expertise about conservation and fundraising to help us. She defines a good neighbor and a true friend. I will forever be thankful for her kindness. She will be missed in this community but her work will live on.

    I had the pleasure of first working with Judy over 20 years ago at the St. Paul Companies prior to the merger with Travelers where we continued to work together. She was truly a special person who always thought about others first. She was a brilliant insurance person and I was lucky to have worked with her over the years. She will be missed.

    I spent just over a year working with Judie and she was an incredible mentor. She was kind, patient, and genuinely cared about me as a person. When my grandmother was ill, Judie constantly checked-in on me to see how I was doing and that meant the world to me. I will miss her guidance and support & pray that she has a peaceful rest.

    I worked with Judie for a short time at The Travelers. I was always impressed with her gentle way of approaching difficult situations. Her kindness and unflappability combined with a keen intellect made her one of those people you wanted to with and have on your side. Rest in peace Judie.
